The honest bottom line
Every statistic and framework this project's homelessness research uses came from somewhere. The Toronto Alliance to End Homelessness (TAEH) is a coalition of more than 100 organizations — most of the city's shelters, multi-service agencies, and supportive housing providers — co-running the City's Coordinated Access system and leading the plan behind Toronto's 18,000-supportive-homes target; as of March 16, 2026 it has a new Interim Executive Director, Sonja Nerad, who spent more than seven years running the Toronto Shelter Network before this, resolving a leadership question this project's own prior research had flagged as unclear. The Canadian Definition of Homelessness — unsheltered, emergency sheltered, provisionally accommodated, at risk — comes from the Canadian Observatory on Homelessness at York University, whose president, Dr. Stephen Gaetz, is the most-cited homelessness researcher in the country, with formal advisory roles on both a provincial (2015, Ontario) and federal (2017) government panel — relevant context, since he's been formally inside the room advising both levels of government this kind of research holds accountable, not an outside critic shouting from the sidelines. Maytree supplies the social-assistance data behind a lot of this project's income-security research; the Advocacy Centre for Tenants Ontario has a documented history of direct submissions to City Council on tenant protections; the Wellesley Institute's race-based health data underpins research on why Black and Indigenous people are overrepresented in Toronto's homeless population; the John Howard Society of Ontario's reports on the link between incarceration and homelessness are foundational to a whole strand of this project's own root-cause research. None of these are footnotes — they're the actual source of findings this project and others build on. This project found no evidence that any organization in this ecosystem profits from homelessness continuing, and is not manufacturing that claim: every organization here has funding relationships, which is true of essentially every non-profit and academic institution doing this kind of work anywhere, and funding relationships alone are not evidence of anything more than that.
