Scope

This page’s neutral scope question, drawn from and sharpened against its carried-forward documents: who in Toronto cannot get meaningfully online — because of cost, lack of a suitable device, or lack of digital skills — and what, if anything, the City can do about it, given that the deepest lever (affordability, set by a concentrated national telecom market and federal/CRTC regulation) sits mostly outside municipal authority. This document covers: the current (2025-2026) status of ConnectTO's public Wi-Fi rollout and its own reporting on the scale of Toronto's digital divide; the real, confirmed status of the OW/ODSP broadband subsidy the master briefing described as "exploring" (a significant correction to that framing, detailed below); fresher national and UK-comparator affordability-program data; and 2025-2026 CRTC and Competition Bureau action bearing on the federal affordability lever this page’s own inherited framing already identifies as the deepest fix.

This document does not cover broadband-as-physical-infrastructure — the dig-once/conduit policy, fibre build-out, right-of-way management, and the "should Toronto re-establish a City-owned fibre network" capital-infrastructure question. Further correction (2026-07-16 R3 adversary pass): the claim that this "substantively covers this page’s dig-once/conduit handoff" overstated the match — a direct check of that sibling document found it discusses fibre-conduit inventory and municipal-fibre feasibility, but contains no mention of the "dig-once" concept itself (installing conduit opportunistically whenever roads are already dug up for other reasons). This was a claimed-but-unverified handoff; it is corrected here rather than silently left standing, and TPL's own device-lending/hotspot/digital-literacy specifics remain an open gap not actually covered by any backgrounder located in this review (see "Open questions / data gaps" below). This document does not re-litigate TPL budget or staffing specifics, which local-services-libraries-animal-control owns per that sibling document's own scope discipline.

Current state

ConnectTO's public Wi-Fi rollout, updated directly against the City's own July 2025 and October 2025 primary sources

The master briefing's headline currency figures — 11,000 residents across 22 apartment buildings, rolling out to 280 community centres and TCHC buildings, ~7,600 daily connections in 2024 — are one to two years stale against this review's direct fetch of the City's own July 2, 2025 Executive Committee report and an October 6, 2025 news release. The July 2025 ConnectTO Program Update states plainly: "ConnectTO has successfully focused on expanding internet connectivity, growing the number of locations of public Wi-Fi from 100 sites exclusively in Toronto Public Library branches to a total of 252 locations across the City in various types of City facilities... By the end of 2025, the City will have approximately 300 public Wi-Fi locations" [NEW-2026-1]. As of the report's own snapshot date (May 2025), the breakdown was 152 non-library City-owned-and-operated locations (126 community recreation centres, 14 TCHC/Toronto Seniors Housing buildings, 4 outdoor squares, 4 civic centres, 1 community hub, 3 other City locations, plus 7 shelters) plus the pre-existing 100 TPL library branches [NEW-2026-1]. The subsequent October 6, 2025 news release confirms the milestone was reached and exceeded: "free, City-provided public Wi-Fi available in more than 250 locations across Toronto," with "89 per cent of these sites... located in Toronto's Neighbourhood Improvement Areas... and Emerging Neighbourhoods" [NEW-2026-2]. The July 2025 report's own daily-connection and usage figures (7,600 daily connections in 2024, 69% repeat connections, 4-hour average session length) are the same figures the master briefing already cites — this review found no more current (2025-2026) daily-connection count superseding the 2024 figure, which is stated as a gap rather than assumed unchanged.

The July 2025 report also provides a load-bearing scale figure not present in the master briefing at all: "Approximately 2% of Torontonians, or 58,000 people, currently lack affordable in-home internet access," attributed to Toronto Metropolitan University research (Angus Lockhart and Sam Andrey, "Toronto's Digital Divide," 2024) commissioned by the City itself [NEW-2026-1]. This is a materially different framing from the master briefing's own headline claim that "~40% of Toronto's lowest-income households lack home internet" — the two figures are not directly comparable (one is a citywide headcount of the disconnected across all income levels; the other is an income-quartile-specific access rate) but their coexistence in different City-facing documents is flagged here as a genuine reconciliation gap this review did not resolve, detailed further in "What the evidence does and doesn't support" below.

The OW/ODSP broadband subsidy: not launched — the City's own 2025-2026 record shows a pivot away from a City-administered subsidy toward promoting existing federal and private programs

This is the central live-verification finding of this review, and it corrects the master briefing's framing rather than merely updating it. The master briefing states Toronto "is exploring a household broadband subsidy for OW/ODSP recipients." This review's direct fetch of the City's own July 2, 2025 ConnectTO Program Update — the most current primary-source ConnectTO status document located — describes no such City-administered subsidy program, launched or in development. Instead, under the heading "Linking eligible families with digital subsidies through the Human Services Integration (HSI) office," the report states: "Technology Services and the Human Services Integration (HSI) Office in Social Development are partnered to promote enrollment in digital equity subsidy programs and supports available to all eligible Torontonians," listing as the HSI office's concrete 2025 activities: "Updated the Human Services website with new links to the Connecting Families Initiative and Connected for Success program" and "Developing a strategy for proactive services recommendations to ensure that eligible families who contact the City for other services are informed about the available subsidies" [NEW-2026-1]. The report's own "Key Themes and Actions" table, summarizing 2024 public consultation findings on affordability, likewise commits only to "sharing information on federal government subsidies for in-home internet through the Human Services Integration office" [NEW-2026-1] — not to creating or funding a City-administered subsidy.

The subsidy programs the City is now directing OW/ODSP recipients toward are pre-existing federal and private-sector programs, not new City initiatives: the federal Connecting Families Initiative (2.0, launched April 1, 2022, offering a minimum 200 GB/month at 50 Mbps download/10 Mbps upload for $20/month to households receiving the maximum Canada Child Benefit or Guaranteed Income Supplement) [NEW-2026-3], and Rogers' Connected for Success program, a private-carrier program explicitly open to ODSP, OW, and GIS recipients as well as subsidized-housing tenants and seniors, independently confirmed via a disability-advocacy organization's own public-policy page describing its partnership with Rogers on the program [NEW-2026-4]. Fresher (2025) Canadian digital-divide statistics

This review located a more current income-quartile access figure than the master briefing's own cited 97.7%/58% split (StatsCan, vintage unstated in the master briefing but referencing pre-2025 data per its own Wikipedia-sourced citation). A 2025-referenced figure surfaced via this review's search states "95 per cent of Canadians in the highest income quartile are connected, just 62 per cent in the lowest income quartile have internet access" [NEW-2026-5] — narrower than the master briefing's 97.7%/58% split, suggesting some narrowing of the gap, but this figure was WebSearch-discovered via a secondary aggregator (OpenMedia) rather than independently fetched from a StatsCan primary table in this review, and its exact reference year was not confirmed — flagged ⚠️ still being checked below rather than presented as a confirmed update. Separately, StatsCan's own quality-of-access data (also not independently re-fetched from the primary StatsCan table in this review, cited via the same secondary source) finds that among Canadian households with children under 18, "24% of those in the lowest income quartile depend on mobile devices to access the Internet compared with 8% of those in the highest income quartile" [NEW-2026-5] — a device/quality-of-access finding the master briefing's own four-legs framing (access/affordability/devices/skills) anticipates but does not itself cite a specific figure for, making this a genuine strengthening addition to the "devices" leg specifically.

The master briefing's own foundational framework for this whole leaf — restated here because the claim-index appendix below already asserts it is "cited throughout as-is" but a direct check found it was not actually developed anywhere in this document's body text, a gap this restoration closes — treats the digital divide as four linked legs: access (is broadband available?), affordability (can people pay? — the binding leg in a city), devices (do they have a computer, not just a phone?), and skills/digital literacy (low-income people and seniors lag by approximately 30 percentage points in digital participation, per the master briefing's own figure, blocking access to jobs, education, and e-government). The master briefing also names Canada's affordability problem as structural: a concentrated telecom market produces some of the world's highest prices and lowest data caps, with caps "as low as 20 GB vs. 150 GB minimums elsewhere" — a comparator this document carries forward as-is, per this page’s inherited-citation rule, since this review's own live-discovery budget did not include an independent re-check of international data-cap comparators. Federal and CRTC action, 2025-2026: real movement on competition and consumer protection, not on OW/ODSP-specific affordability

The master briefing names CRTC regulation and Connecting Families as the deepest federal levers and frames both as "welcome but insufficient." This review's live discovery confirms substantial CRTC activity in the 2025-2026 window, though none of it is targeted at low-income or social-assistance-specific affordability the way the master briefing's own OW/ODSP framing implies is needed. In February 2025, the CRTC "began allowing competitors across Canada to use the largest telephone companies' fibre networks to sell a wide range of communications services, including home Internet, television, telephone, and smart home services," with competitive providers responding by announcing "plans to deliver new competitive choices for up to 8.5 million Canadian households" [NEW-2026-6]. On April 24, 2026, the CRTC finalized the wholesale access rates competitors pay for that fibre access, stating this "finalizes the CRTC's approach to increasing competition, which is already driving more choice of affordable Internet services for Canadians," per CRTC Chairperson and CEO Vicky Eatrides [NEW-2026-6, direct quote below]. The same April 2026 announcement references two other 2026 consumer-protection actions: the CRTC "eliminated extra fees on Internet and cellphone plans" (March 2026) and "improved how Canadians are notified about expiring contracts and discounts" (April 2026) [NEW-2026-6]. This review did not locate any 2025-2026 CRTC or federal action specifically expanding or reforming the Connecting Families program itself (e.g., raising its data cap, widening eligibility beyond CCB/GIS recipients to include OW/ODSP directly, or increasing its $20/month price point) — the program's eligibility and terms as described in this review's sources remain the same as the master briefing's own description, flagged as a gap rather than assumed unchanged.

The master briefing's strongest case FOR treating connectivity as a basic service rests partly on the claim that Toronto "is exploring a broadband subsidy for OW/ODSP recipients" as evidence of an active municipal affordability agenda. This review's finding — that the City's actual 2025 record shows referral to existing federal/private programs, not subsidy creation — means the City's own affordability lever is narrower in practice than the master briefing's framing suggests. This is not presented as resolving whether referral-only is an adequate response (that is an AGAINST-brief question, out of scope for this document's own voice), only that the evidentiary basis for "the City is building a subsidy" specifically is not supported by the most current available primary source.

Two different City-cited scale figures for Toronto's digital divide — 58,000 people (~2% of Torontonians) versus a ~40%-of-lowest-income-households framing — sit in tension and are not reconciled in this review. Both trace to the same underlying TMU-commissioned research relationship (the Dais/TMU studies cited in both the master briefing and the July 2025 ConnectTO report), but the two figures answer different questions (an absolute citywide headcount of the disconnected, versus an income-quartile-specific access rate) and this document does not attempt to force them into a single number. This is named as a disclosed cross-source discrepancy per this project's citation discipline, not silently resolved by picking one.

Federal/CRTC 2025-2026 action is real and substantial on competition and consumer-protection mechanics, but not targeted at the specific low-income/social-assistance affordability gap this page’s inherited framing centres. The CRTC's February 2025 wholesale-fibre-access opening and April 2026 final-rate decision are framed by the CRTC itself as pro-competition, pro-affordability measures for the general market [NEW-2026-6] — but they are structurally different from, and not a substitute for, an income-targeted subsidy mechanism like Connecting Families, which this review found no evidence of being expanded or reformed in the same window. Municipal broadband is hard, and Toronto's own experience is the master briefing's central cautionary case. Public Wi-Fi is a bridge, not a substitute for home connectivity — the master briefing's own limiting principle on its headline Wi-Fi-rollout finding. Two further honest tensions the master briefing names, restored here. First, privacy and surveillance: the master briefing flags that free public Wi-Fi and City connectivity infrastructure raise data-collection and surveillance questions of their own — connectivity must be trustworthy, not a tracking vector, a concern this document notes is the direct province of the sibling data-governance briefing rather than developed further here. Second, digital-by-default exclusion: as governments move services online to cut costs, they risk stranding people who remain offline — so the master briefing insists digital services must always retain non-digital (phone, in-person) options so efficiency gains do not come at the cost of excluding the very people this page is about.
