Mandate & statutory basis
Canada Deposit Insurance Corporation (CDIC) was established in 1967 by the Canada Deposit Insurance Corporation Act (the CDIC Act) and is a Crown corporation without share capital named in Part I of Schedule III to the Financial Administration Act (CDIC 2025 Annual Report, Notes to the financial statements, note 1, https://www.cdic.ca/wp-content/uploads/cdic-2025-annual-report.pdf). Priority evolution
2018 (bp-2018, d4da6a8cd438): Four strategic objectives: (1) Preparedness — advancing resolution readiness, including a multi-year plan toward providing insured-deposit access within seven days of a failure; (2) Deposit insurance program — modernizing by-laws and legislation; (3) Stakeholders — public awareness (target 60-65%, then at 49-55%) and member-relationship strengthening; (4) Organization — evolving the workplace. 2019 (ar-2019, 49dfd0dc14ff): Leadership renewal (new President and CEO Peter D. Routledge, five new private-sector directors). A new, more ambitious reimbursement goal is named: "T+0" — building, within five years, a system capable of reimbursing depositors on the day of member failure. A new Enterprise Risk Management (ERM) function is created (April 1, 2019) with CDIC's first Chief Risk Officer (appointed late 2018) and a new Board Risk Committee (March 2019), reframed as a "second line of defence."
2020-2021 (ar-2021, d46285c62a8f): The first phase of a legislated deposit-insurance-coverage modernization (Royal Assent June 2018, from a review announced in Budget 2014) came into force April 30, 2020: coverage extended to eligible deposits held in foreign currency and to deposits with terms greater than five years. The Payout Modernization Project was launched in 2020 as a multi-year technology initiative described as "the largest financial investment in CDIC's history," aimed at delivering the T+0/rapid-reimbursement goal. The second coverage-modernization phase (separate RDSP/RESP coverage categories, removal of separate mortgage-tax-account coverage, enhanced trust-deposit disclosure rules) was delayed by the pandemic from its original April 30, 2021 date to April 30, 2022. 2023 (bp-2023, 359e892b2f54): Strategic objectives are condensed from four to three: "Be resolution ready," "Reinforce trust in depositor protection," "Strengthen organizational resilience." An Environmental, Social and Governance (ESG) strategy is formally launched, including work toward Task Force on Climate-related Financial Disclosures (TCFD) compliance. A new First Home Savings Account (FHSA) deposit category is added (effective April 1, 2023, following Budget 2022/Fall Economic Statement legislation). The ex ante fund is at 73 basis points (Dec 2022).
2025 (ar-2025, e50f164e7f08), Chair's nine-year retrospective (2016-2025): The most consequential reversal in the readable series: in late 2024, following a comprehensive review, CDIC cancelled the Payout Modernization Project — the multi-year, "largest financial investment in CDIC's history" initiative from 2020 — after determining "the solution was not meeting our requirements," reverting to bolstering the existing legacy payout system instead.
