This triad is reproduced verbatim in ar-2016 and ar-2017 (87d39169b711; 12e7df80e120, read directly). Simultaneously CMHC tightens its commercial book, discontinuing second-home mortgage loan insurance and tightening self-employed-borrower rules "in support of the Government's efforts to reduce taxpayer exposure to the housing sector" (056960d863f8).

The National Housing Strategy arrives (ar-2016 to ar-2017). The phrase "National Housing Strategy" does not appear anywhere in ar-2010 through ar-2015; it appears first in ar-2016, where CMHC reports leading the "Let's Talk Housing" consultation, "a National Housing Strategy, the first in 40 years," reaching more than 1.5 million Canadians (87d39169b711, read directly). ar-2017 records the Strategy's November 2017 announcement as a $40-billion, ten-year plan targeted to "reduce chronic homelessness by 50% and remove 530,000 households from housing need" (12e7df80e120). The same report has CMHC describing itself as "a systemically important financial institution in Canada" and declaring $4.7 billion in dividends to the Government during 2017 (12e7df80e120) — the commercial and social identities at their point of maximum simultaneous expansion.

The aspiration era (ar-2020 to ar-2022). After the 2018-2019 registry gap, the series resumes with a fundamentally different document. ar-2020 opens its strategy section with a headed statement — "Our aspiration / By 2030, everyone in Canada has a home that they can afford and that meets their needs" — followed by four strategic objectives framed as paths to it: Experiment with new ideas, Understand Canadians' needs, Build an open housing data exchange, Modernize our company (14b88e3a3646, read directly). ar-2021 keeps the aspiration verbatim and states "Our overall direction and aspiration remain the same," while reorganising delivery around three outcomes (016338ab1118, read directly). ar-2022 gives it the most emphatic treatment in the series, calling it "a guiding star for our efforts" and adding a striking concession: "It is indeed aspirational, especially in recent years as housing affordability continues to worsen" (5581eda85c09, read directly). ar-2022 is also the first year CMHC publicly reports missing its own numeric targets — 115,378 units funded affordable to those in core housing need against a 130,000 target, and 350,216 units assisted against 380,000 (5581eda85c09).

Retrenchment (ar-2023 to ar-2025). ar-2023's strategy section presents three Outcomes and seven Strategic Results with no 2030 aspiration statement; the word survives only as the phrase "We have a bold aspiration" in a values graphic, detached from the 2030 wording and from any date (8aed3194bce4, read directly). By ar-2024 the housing aspiration is gone entirely — a full-text search returns "aspiration" only in a greenhouse-gas reduction target and the glossary (888463b199d5, verified directly). ar-2025 then makes the change explicit and total: "In 2025, we updated our strategy to reflect the unique role our organization plays in the broader Canadian housing system... Our mission has been updated to reflect shifts in the external environment and evolving system needs." The new mission reads: "We contribute to a well-functioning housing system by providing housing finance solutions, delivering programs on behalf of the Government, making funding available, and providing trusted expertise on housing" (b56d83667926, read directly). Four strategic objectives replace the outcomes framework, and the first of them is Housing Finance Solutions — mortgage loan insurance, securitization and the covered bond framework restored to the head of the list (b56d83667926). The driver is stated without euphemism: a new federal agency, Build Canada Homes, "will focus on building and financing affordable housing projects, allowing CMHC to focus most of its activities on market housing" (b56d83667926).
