Mandate & statutory basis
The National Capital Commission (NCC) is a federal Crown corporation continued under the National Capital Act, R.S.C., 1985, c. N-4, an Act respecting the development and improvement of the National Capital Region (statute citation confirmed at https://laws-lois.justice.gc.ca/eng/acts/n-4/FullText.html; NCC's own corporate plan summary describes the Board of Directors "as defined in the NCA," https://medias.ncc-ccn.ca/ncc/documents/summary-of-the-corporate-plan-2025%E2%80%932026-to-2029%E2%80%932030.pdf, fetched and extracted this review). It is listed as a Crown corporation in Schedule III to the Financial Administration Act and operates under the accountability provisions of Part X of that Act (https://ncc-ccn.gc.ca/about-us, fetched this review). The NCC describes its mandate as ensuring "the National Capital is a dynamic and inspiring source of pride for all Canadians" (same source).
Roles, responsibilities & scope
The NCC operates in three primary roles: long-term planner for federal urban planning in the National Capital Region; principal steward of parks, heritage sites, the Rideau Canal Skateway, and official residences; and creative partner collaborating with municipalities and Indigenous communities (https://ncc-ccn.gc.ca/about-us, fetched this review). It manages more than 11% of lands in the National Capital Region and owns over 1,600 properties, including official residences and heritage buildings (same source).
Governance & reporting line
As defined in the National Capital Act, the NCC's Board of Directors consists of a chairperson, a chief executive officer, and 13 other members from the National Capital Region and other parts of the country - 15 members in total (NCC Summary of the Corporate Plan 2025-2026 to 2029-2030, https://medias.ncc-ccn.ca/ncc/documents/summary-of-the-corporate-plan-2025%E2%80%932026-to-2029%E2%80%932030.pdf, fetched this review). The minister responsible for the National Capital Act recommends board members for Governor in Council approval, while the Governor in Council directly appoints the chairperson and the CEO (same source). The mayors of the City of Ottawa and Ville de Gatineau participate in board meetings on an ex-officio, non-voting basis, a practice the Board formalized by bylaw amendment in February 2016 (same source). The NCC reports to Parliament through the minister responsible for the National Capital Act (https://ncc-ccn.gc.ca/about-us).
Budget scale
The NCC's 2025-2026 to 2029-2030 corporate plan forecasts total revenue of $72.5M for fiscal year 2024-25, rising to a revenue budget of $100.8M for 2025-26 (the latter including a one-time $43.1M gain on disposal of tangible capital assets); planned/forecast total expenses were $172.7M for 2024-25 (an 8% increase over FY2023-24 actual expenses of $159.4M) and a budgeted $202.5M for 2025-26 (NCC Summary of the Corporate Plan 2025-2026 to 2029-2030, p.~14 (funding table), https://medias.ncc-ccn.ca/ncc/documents/summary-of-the-corporate-plan-2025%E2%80%932026-to-2029%E2%80%932030.pdf, fetched and text-extracted this review; registry doc id fed-national-capital-commission-bp-2030). These deficits between revenue and expenses are financed through Parliamentary appropriations (same source).
Institutional history
The NCC was established in 1959 under the National Capital Act, succeeding the Federal District Commission (established 1927) and, before that, the Ottawa Improvement Commission (established 1899) (https://ncc-ccn.gc.ca/about-us, fetched this review).
