Mandate & statutory basis
The gallery was founded in 1900 by private citizens and members of the Toronto Society of Arts as the "Art Museum of Toronto," and was formally incorporated in 1903 under a provincial statute, "An Act respecting the Art Museum of Toronto," which granted it expropriation powers to acquire land for the museum (https://en.wikipedia.org/wiki/Art_Gallery_of_Ontario). ⚠️ still being checked - the current in-force governing statute and its exact citation could not be confirmed this review; Ontario's e-laws site (ontario.ca/laws) returned only a JavaScript-gated shell to automated fetches and could not be read.
