Greenbelt Foundation - backgrounder
Backgrounder / GOV-Q10-WAVE1-d1 / 2026-08-04 / registry row: on-greenbelt-foundation (this library's government-document registry) / lens file for this org's series briefs
Mandate & statutory basis
The Greenbelt Foundation is "the only charitable organization solely dedicated to ensuring Ontario's Greenbelt remains permanent, protected, and prosperous" (https://greenbelt.ca/about/, fetched this review; charitable registration number 822521878RR0001). It is an independent, arm's-length charity rather than a government agency: it "receives funding from the Government of Ontario and other public and private support" but operates under its own constituting instrument. "The general conduct of the affairs of the Greenbelt Foundation, including Board of Director membership, is governed by their constituting instrument (Letters Patent) and other governance documents (i.e., by-law)" (https://greenbelt.ca/governance/, fetched via search-cache this review; also listed on Ontario's Public Appointments Secretariat agency directory, https://www.pas.gov.on.ca/Home/Agency/222). Its mission is "to invest in the Greenbelt's interconnected natural, agricultural, economic, and cultural systems, to ensure a working, thriving Greenbelt for all" (https://greenbelt.ca/about/, cited above); the Greenbelt itself was created by the Greenbelt Act, 2005 (S.O. 2005, c. 1), which the Foundation's own materials cite as establishing "a 2 million acre Greenbelt" (https://greenbelt.ca/annual-reports/2024-2025-annual-report/, fetched this review).
Roles, responsibilities & scope
The Foundation operates through "strategic grant making and partnerships, community education and engagement, and research-informed policy recommendations and programs" in support of the Greenbelt's farming, environmental-protection and tourism systems (https://greenbelt.ca/about/, cited above). In fiscal 2024-25 it disbursed nearly $3 million in grants to 44 grantees, which the Foundation reports leveraged over $7 million in additional matching funding from other sources (https://greenbelt.ca/annual-reports/2024-2025-annual-report/, registry doc on-greenbelt-foundation-ar-2025).
Governance & reporting line
The Foundation is governed by a Board of Directors that can include "a maximum of four Provincial Directors and an unlimited number of public members"; Provincial Directors are nominated by the responsible Minister, while public members are proposed by the Foundation's own nominating committee (https://greenbelt.ca/governance/, fetched via search-cache this review). The Board's role is to ensure the Foundation's "policies, grants, management, and investments reflect the Foundation's mission." The current Board is chaired by a Planning consultant (past chair) with the current Chair an Executive Director of an industry association; day-to-day operations are led by a CEO (https://greenbelt.ca/annual-reports/2024-2025-annual-report/, cited above; role titles only, per project convention). The Foundation reports ongoing government support through the Ministry of Environment, Conservation and Parks but is not itself an Ontario government agency subject to the same reporting lines as a Schedule I/II body (same source; registry classifies it agency at provincial-ON with the operator's own note that it is "charity, not subject to FOI/MFIPPA").
Budget scale
For the fiscal year ended March 31, 2025, the Foundation reported total expenditures of $5,509,818, broken down as Grant Making $1,798,669, Awareness & Education $1,117,451, Research & Policy $972,647, Community Programs $829,362, Management & General Operations $599,704, and Fundraising & Business Development $191,985, with a reported charitable ratio of 94% (https://greenbelt.ca/annual-reports/2024-2025-annual-report/, registry doc on-greenbelt-foundation-ar-2025). ⚠️ still being checked exact total revenue figure and the specific dollar amount of Government of Ontario funding for FY2024-25 - the annual-report page acknowledged "ongoing support" from the Ministry of Environment, Conservation and Parks without stating an exact grant amount.
Institutional history
"Since 2005, the Greenbelt Foundation has been the only charitable organization solely dedicated to ensuring Ontario's Greenbelt remains permanent, protected, and prosperous" (https://greenbelt.ca/annual-reports/2024-2025-annual-report/, cited above), placing its founding alongside the Greenbelt Act, 2005; the Foundation marked its 20th anniversary in 2025 (same source). The organization's registered document shelf shows it published under the name "Friends of the Greenbelt Foundation" in its annual reports from 2006-2007 through at least 2017-2018, before the reports switched to the "Greenbelt Foundation" name from the 2018-2019 cycle onward (registry docs on-greenbelt-foundation-ar-2007 through on-greenbelt-foundation-ar-2018 vs. on-greenbelt-foundation-ar-2019 onward by title); ⚠️ still being checked the exact year and reason for the name change, which was not independently confirmed on the Foundation's own site this review.
