Mandate & statutory basis
The Higher Education Quality Council of Ontario (HEQCO) is a Crown agency established under the Higher Education Quality Council of Ontario Act, 2005, S.O. 2005, c. 28, Sched. A. Its statutory mandate, quoted in its own annual report, is "to assist the Ministry of Colleges, Universities, Research Excellence and Security in improving all aspects of the postsecondary education sector, including improving the quality of education provided in the sector, access to postsecondary education and accountability of postsecondary educational institutions" (HEQCO Act, 2005, quoted in HEQCO 2024-25 Annual Report, p.2, https://heqco.ca/wp-content/uploads/2025/10/HEQCO-Annual-Report-24-25-Approved-for-posting.pdf).
Roles, responsibilities & scope
HEQCO conducts independent, evidence-based research and evaluation of Ontario's postsecondary education sector and provides policy recommendations on accessibility, quality and accountability (https://heqco.ca/about-us/, fetched this review). In 2024-25 it produced 12 research outputs and 25 distributed products with a 20-person FTE staff complement plus 3.5 FTE of work-integrated-learning interns (HEQCO 2024-25 Annual Report, pp.9-11, same URL as above). Regulations under the HEQCO Act separately require HEQCO to review and report annually to the Minister on how postsecondary institutions comply with Ontario's Campus Free Speech Policy (same source, p.8). HEQCO also undertakes Ministry-commissioned evaluations through an annual Letter of Direction, e.g. 2024-25 work on domestic enrolment projections and the part-time college funding model for the Ministry of Colleges, Universities, Research Excellence and Security (MCURES) (same source, p.7).
Governance & reporting line
HEQCO's Board of Directors is appointed by the Lieutenant Governor in Council pursuant to the Higher Education Quality Council of Ontario Act, 2005, and is responsible for approving the Council's strategic direction and its annual business plan and budget (HEQCO 2024-25 Annual Report, "Board of Directors, 2024-25," p.15, same URL). HEQCO reports to Ontario's Minister of Colleges, Universities, Research Excellence and Security and must submit an annual report to the Minister for tabling in the Legislative Assembly of Ontario (https://heqco.ca/about-us/, fetched this review).
Budget scale
HEQCO's fiscal 2024-25 Business Plan set total revenue of $4.127 million (almost entirely provincial transfer payments), against which actual total resource requirements came in at $4,024,480 - 85.4% ($3.45 million) on research, 9.7% ($392,050) on council governance and executive services, and 4.9% ($196,440) on administration (HEQCO 2024-25 Annual Report, "HEQCO Revenue & Expenditure Summary," p.12, https://heqco.ca/wp-content/uploads/2025/10/HEQCO-Annual-Report-24-25-Approved-for-posting.pdf). The report separately states "approximately 85% of HEQCO's $4.1M operating budget is allocated to internal and external research" (same source, p.11). Audited financial statements for the year ended March 31, 2025 show total assets of $350,983 and nil net assets, consistent with government transfer-payment funding flowing straight through to program spending (same document, Statement of Financial Position, p.4 of the financial-statements section).
Institutional history
HEQCO was established as a Crown agency of the Government of Ontario under the Higher Education Quality Council of Ontario Act, 2005 (https://heqco.ca/about-us/, fetched this review). This project's document registry holds HEQCO annual reports back to fiscal 2006/2007 (this library's government-document registry doc on-higher-education-quality-council-ontario-ar-2007), consistent with the Council beginning operations shortly after the 2005 Act's passage. The exact incorporation/first-operations date is ⚠️ still being checked - not confirmed on HEQCO's own site or in the 2024-25 Annual Report this review.
