Mandate & statutory basis
Nawiinginokiima Forest Management Corporation (NFMC) is a self-financing operational-enterprise Crown Agency of Ontario and the first Local Forest Management Corporation (LFMC) established under the Ontario Forest Tenure Modernization Act, 2011 (OFTMA); it was created through the passage of Regulation 111/12 under the OFTMA on May 29, 2012 (NFMC 2024-25 Annual Report, "Company Overview," p.4, https://nfmcforestry.ca/wp-content/uploads/2025/10/2024-25-Annual-Report_MNR-Approved.pdf). Its statutory mandate, per the OFTMA's LFMC objects, is to hold forest resource licences in accordance with legislation and promote forest sustainability; provide economic development opportunities for Indigenous peoples; operate as a self-sustaining business entity optimizing value from forest resources while recognizing local economic development; and market, sell and enable access to a predictable, competitively priced supply of Crown forest resources (same source, "LFMC objects per the OFTMA," p.5).
Roles, responsibilities & scope
NFMC holds the Sustainable Forest Licence (SFL) for the Pic Forest and White River Forest Management Units in northwestern Ontario, developing and implementing Forest Management Plans consistent with the Crown Forest Sustainability Act and the OFTMA, and overseeing harvest, silviculture/renewal, forest-access roads and compliance, and the marketing and sale of the associated Crown timber supply (https://nfmcforestry.ca/, fetched this review; NFMC 2024-25 Annual Report, pp.4, 11, same URL as above). In fiscal 2024-25 NFMC delivered 382,000 m³ of wood - down from 536,000 m³ the prior year, attributed to the continued idling of the Terrace Bay pulp mill - planted 3.365 million trees, and maintained the Caramat-Manitouwadge "Industrial Road" for the Ministry of Transportation under a recovered-cost agreement (same source, pp.11, 16-17). It also runs a scholarship program (16 scholarships worth $42K to local students in 2024-25) and a Strategic Initiatives Program supporting local and Indigenous community economic development (same source, p.16).
Governance & reporting line
NFMC operates under a Memorandum of Understanding with Ontario's Ministry of Natural Resources (MNR), updated February 2025, setting out the respective responsibilities of the Minister, Deputy Minister, Board Chair, Board members and General Manager; the General Manager (who also serves as CEO) is accountable to the Board for day-to-day operations, and the Board is in turn accountable to the Minister of Natural Resources for the Agency's oversight, governance and strategic direction (NFMC 2024-25 Annual Report, "Corporate Governance," p.9, same URL). Budget scale
NFMC recorded total revenue of $6.8 million in fiscal 2024-25 (largest contributors: timber sales charges of $1.6 million, forest-access-roads recovery of $2.9 million, and $0.9 million in interest income), posting a net profit of approximately $1.77 million (2023-24 net income: $0.3 million), aided by recovery of a prior-year bad debt and an underspent Strategic Initiatives Program budget (NFMC 2024-25 Annual Report, "Analysis of Financial Performance," pp.18-19, https://nfmcforestry.ca/wp-content/uploads/2025/10/2024-25-Annual-Report_MNR-Approved.pdf).
