Mandate & statutory basis

The Ontario Public Service Pension Board, operating as Ontario Pension Board (OPB), was created effective January 1, 1990 when the Province of Ontario enacted the Public Service Pension Act, R.S.O. 1990, c. P.48 ("PSP Act"), which continues the pension plan for Province of Ontario employees and certain of its agencies; the terms of the Public Service Pension Plan (PSPP) are set out in Schedule 1 to the PSP Act (Ontario Pension Board 2024 Annual Report, Note 1 to the Financial Statements, https://www.opb.ca/publications/2024-annual-report.pdf). OPB is the administrator of the PSPP; the Government of Ontario is the Plan Sponsor, acting through the member of the Executive Council assigned responsibility for the PSP Act under the Executive Council Act, R.S.O. 1990 (same source). Roles, responsibilities & scope

OPB administers pension benefits and services for PSPP members and employers across their full life cycle - enrollment, active employment, retirement and survivor benefits - and is responsible for the investment of the Public Service Pension Fund and adjudication of the Plan (https://www.opb.ca/; Ontario Pension Board 2024 Annual Report, https://www.opb.ca/publications/2024-annual-report.pdf). The PSPP is a contributory defined-benefit plan; membership is mandatory for eligible employees, with some classes (e.g. Deputy Ministers, contract employees) permitted to elect participation (2024 Annual Report, Note 2, https://www.opb.ca/publications/2024-annual-report.pdf). Since 2015, day-to-day investment management has been delegated to the Investment Management Corporation of Ontario (IMCO), created by the Investment Management Corporation of Ontario Act; OPB retains responsibility for setting the Plan's Strategic Asset Allocation and overseeing IMCO (same source).
