DR3 — Disaster Response 3.0

DR3 starts from the idea that much of what disaster response actually needs — collecting information, coordinating who does what, tracking supplies — can be done remotely by trained volunteers.

It has two goals: first make Toronto genuinely better prepared for its own disasters (ice storms, floods, wildfire smoke), then, once that's proven, offer the same remote-help skill to communities facing disasters elsewhere, always at their invitation. The plan has four connected pieces: a standing volunteer support team, a larger volunteer network, a software platform, and a “Permanent Aid” design approach oriented toward long-term rebuilding rather than just the emergency itself.
