HOMES — Village Unlock
A plan to safely connect Toronto's underused housing — spare rooms, basements, empty-nester houses, and unused institutional space — with people who need housing, on the premise that unlocking existing space is faster and cheaper than new construction.
It is a shared safety-and-matching system underlying five separately gated programs: roommate/multi-family matching, guest-room or secondary-suite hosting, elder-youth homeshare, support for families forming multigenerational households, and cautious institutional adoption (such as housing one person at a school or place of worship). It is designed to complement, never replace, building new housing or fixing tenancy law.
This program has not been ratified. Nothing here is a promise, and no real host, guest, elder, or institution has been contacted about any part of it.
