MCI — The Enough Line

A plan to establish a single, trusted measure of what “enough” actually costs to live on in Toronto, replacing four inconsistent existing measures.

It has three parts: a needs-floor “basket” stating the real dollar cost of covering essentials (food, shelter, transit, medicine, connectivity, and care) for different household types; a household budget observatory where volunteer households anonymously report how their budgets compare to that basket; and a four-domain public scoreboard pairing the Enough Line with three other everyday measures of how Toronto is doing (safety, getting around, and public spaces).

This program has not been ratified. Nothing here is a promise, and no real household has been contacted about any part of it.
