Homelessness & Housing Cluster — Model Set Index

This is the entry point for the homelessness-housing cluster: the one place that lists every artifact built for it and what each one is for. Per the master plan's Ruling 4, this cluster gets every output type the project produces — a neutral evidence backgrounder, positioned recommendation cards, jurisdiction-localized briefs, a "week one" day-one paper, and (this batch) three plain-audience renders — for each of its 7 leaves: housing supply & affordability, the Housing First model, shelter-system capacity, encampment-clearance policy, the economic ROI case, the social-housing waitlist, and rental-market tenant protections.

How to read this cluster

The layers build on each other, and reading order depends on what you need. Start with a backgrounder if you want the neutral evidence base for one leaf — it cites every figure, states what's well-supported versus thin, and takes no position on what should happen. Read the cards if you want specific, costed, jurisdiction-split recommendations — cards are where this project's own point of view on "the city should do X" actually lives; the backgrounders deliberately do not go there. Read a brief if you want the FOR/AGAINST case localized to a specific municipality, alongside whatever local cost/population data exists for it. Read the day-one paper if you want it distilled into what a mayor's office would actually do in its first week on this file, cards and all. Read the three renders in this folder if you're not a researcher: the journalist briefing pulls the 8 numbers and 3 storylines a reporter would want; the community version explains the same material at a plain-language level with every acronym defined; the one-pager is the whole cluster compressed onto a single page. None of the renders introduce a new fact — everything in them traces back to a backgrounder or card cited above it in this chain.

Every document below is independently a DRAFT. None of it has cleared this project's full review pipeline (fairness and legal review, the breadth check, or our verification track's formal claim-promotion process) — see "Honest status" below before citing any of it as settled.

Honest status

Everything above is DRAFT. The backgrounders and cards remain v1.1 (2026-07-13); the three renders and this index were re-rendered to v1.2 (2026-07-14) against that same substrate, plus the substrate's own 2026-07-14 International-context and Cui Bono additions. None of it has cleared this project's full review pipeline (fairness and legal review, the breadth check, or our verification track's formal claim-promotion process).

What changed in this v1.2 re-render: (1) the Gibson "not Other" quote is now cited to Falconers LLP, with the counsel-role caveat (Falconers acted for Indigenous encampment residents in the matter) stated explicitly in the journalist briefing and one-pager — the prior attribution to JURIST/ULLAW was checked directly against those articles and the quote does not appear in either; (2) the journalist briefing now surfaces the substrate's Cui Bono findings by name — GardaWorld's $11.9M encampment-support contract (ESTABLISHED) and the two unnamed hotel operators' vacant-room overcharge (ESTABLISHED), both from homelessness-political-economy.md's table and reused by pointer across the shelter-capacity and encampment backgrounders, plus the financialized-landlord class finding (REPORTED, a materially lower grade, kept distinct in the text) from rental-market-tenant-protections.md; (3) the 4-dimension ROI shape (Financial/Social plus the newly-added Economic and Environmental dimensions) now informs the renders' framing of "who benefits and how," though no render quotes a specific card's Economic/Environmental ROI figure verbatim, since those are card-level, action-specific estimates rather than cluster-wide numbers; (4) the LTB per-adjudicator productivity figure is now stated as a range (382, the originally tabled figure, vs. 528, the currently-live figure) with the Tribunals Ontario data-alteration flag carried explicitly, rather than citing 382 alone as settled; (5) the Rao & Brandeau QALY-based cost-effectiveness study (a second, independently-derived line of evidence for Housing First's cost-effectiveness, US-modelled, opioid-specific) is now cited in the journalist briefing and community version, clearly flagged as a different country's cost structure and not a Toronto dollar figure; (6) the AMO/HelpSeeker province-wide funding-vs-need finding (funding +32.1% vs. homelessness +49.1%, 2021–2025, with spending skewing toward shelters over housing) is now integrated into "Story two" and the community version's funding section; (7) the 48-vs-49 parks-with-tents variance and the Bill 60 clause-by-clause caveat are now named explicitly in all three renders' uncertainty sections, not just implied.

What's “still being checked”-tagged, not verified, within the source documents (substrate unchanged by this render pass): CL-0011 (the $600,000 Vancouver regulatory-cost premium); CL-80296 (2020–2022 national Point-in-Time count detail); 23 of 33 rental-market formally registered claims (CL-0499–CL-0519, covering LTB historical performance, federal rental-financing programs, and several municipal licensing bylaws); whether every Bill 60 provision Council opposed survived unchanged into the enacted text, and individual provisions' in-force/proclamation status (Bill 60's overall passage status is confirmed, not “still being checked”: Royal Assent November 27, 2025, Chapter 14, Statutes of Ontario, 2025); the Rental Renovation Licence Bylaw's fee and penalty schedule (sourced from news coverage, not the bylaw text itself); the Hamilton renoviction-bylaw enforcement figures (119→23 N13 notices; WebSearch-synthesized, not independently fetched); the Helsinki immigrant-homelessness composition figures (the specific 26%/67% Helsinki figure was removed from the substrate as unconfirmed and replaced with a national, primary-sourced figure); the Medicine Hat 2025 governance-transition item; and the Tribunals Ontario LTB-productivity data-alteration itself, which remains unexplained by Tribunals Ontario as of the substrate's most recent check. In the shelter-capacity backgrounder specifically, all 24 NEW-2026-# findings, and in the rental-market and political-economy backgrounders all NEW-#/NEW-2026-# findings, are primary-sourced and quote-verified but not yet run through this project's formal claim-promotion pipeline — they carry inline citations rather than formally registered claims. Of the three Cui Bono rows surfaced in the journalist briefing, GardaWorld now carries a captured accountability-claims register ID (ACL-0009, entity ENT-0009); the two unnamed hotel operators remain unregistered by design (anonymized in the source Auditor General audit, which does not name them, so no entity can be registered for that finding); the financialized-landlord class finding remains a class-level finding with no single named entity to register.

What's genuinely modelled, not audited: the federal, provincial, and combined-total economic-ROI figures in the homelessness-economic-roi backgrounder (the $1.8B federal NPV upper bound, the $591M provincial NPV, the $13.8B combined 10-year figure, and the $1.14B/year consolidated total) are explicitly single-model ("Tier 2") estimates per that document's own tiering — not independently cross-validated. The one figure in that same document that is independently audited on both sides is the $49,640/$6,311 shelter-vs-Housing-First cost comparison; it now also has independent corroboration from a second, differently-methodologied (QALY-based) international study, though that study is itself a mathematical model of a US population, not a Toronto empirical trial. The $578.2M mortality-monetization figure (Treasury Board VSL methodology applied to Toronto's 59 shelter-resident deaths) is arithmetically sound against an official government standard but not yet integrated into the $1.14B/year consolidated headline total — a gap the substrate states rather than resolves, carried into the renders as stated rather than papered over.

What verification is parked for the Desktop (the project's ongoing, longer-running verification track), not attempted in this review: re-fetching the full C.D. Howe "Through the Roof" PDF to attempt promoting CL-0011; reconciling the 48-vs-49 parks-with-tents variance in the encampment backgrounder; a Toronto-specific (not national) unsheltered Point-in-Time trend to set against the City's planned 2026 capacity reduction; confirming whether any Toronto ward beyond Toronto & East York/Ward 23 has opted into city-wide sixplex legalization since June 2025; an attribution analysis separating durable shelter-matching improvement from the one-time $72.6M reserve draw; formal formal registration of every NEW-2026-#/NEW-# source quote finding cited above; and formal Accountability Observatory capture (real a registered accountability claim/S-#### IDs) for all three Cui Bono rows surfaced in the journalist briefing. the breadth check (a breadth check against this project's inherited v1 master-briefing reference documents) is explicitly not evaluated in any of the 7 backgrounders listed above — each says so in its own header, and this render pass does not change that.

What a reader should re-check before relying on this model set: the LTB per-adjudicator figure (382 vs. 528 — Tribunals Ontario has not explained which is authoritative); the Waterloo Region appeal's outcome (unresolved as of the substrate's most recent check, genuinely open); whether the GardaWorld and hotel-operator Cui Bono rows have since been given real claims register IDs; and whether any Toronto ward has opted into sixplex legalization since this review. No figure in the three renders above goes beyond what is stated, at whatever confidence level, in the backgrounders and cards they're built from — every hedge, “still being checked” tag, and disclosed discrepancy carried in the source documents was checked against the render text directly as part of this review, per this library's internal narrative standard's self-check discipline, not assumed preserved from memory.
