Toronto's transit problem is not four separate crises — it is one chain of cause and effect, and this project measured every link in it directly.

Start with what a rider already knows: the bus takes longer than it used to, the streetcar is a coin flip, and driving keeps looking more tempting even though the roads are just as jammed. None of that is an accident, and none of it is a mystery. It is the visible end of a chain that starts with money and ends with gridlock, and every link in the chain connects to the next one.

Link one: the money that used to run the system collapsed, and never came back. Before the pandemic, the fares riders paid covered about two-thirds of what it cost to run the TTC — one of the least-subsidized major transit systems in North America. That was already an unusually thin cushion. When ridership collapsed in 2020, the cushion disappeared: by 2022, fares and other TTC-generated revenue covered only 35.9% of operating costs, and the system has not gotten back to where it was. On the capital side — the money that pays for new tracks, new trains, and keeping existing ones from failing — the TTC says it needs $54.0 billion over the next 15 years and has only $16.7 billion of that funded, a $37.3-billion hole nobody has committed to closing.

Link two: that money shortage shows up first, and most measurably, as slower surface transit. The TTC's own Board record shows scheduled bus speeds falling from 20 km/h in 2013 to 17.2 km/h in 2024. This project did not just repeat that number — we pulled the TTC's live GPS data ourselves, tracking 1.89 million actual bus and streetcar trips over 55 days, and computed the real speeds from scratch. Local buses, which carry the great majority of bus riders, average 17.2 km/h — matching the TTC's own figure almost exactly. Streetcars average 10.7 km/h, and the busiest streetcar route in the city, the 504 King, crawls at 10.0 km/h. Only about one trip in five arrives close enough to its scheduled time to actually be useful to someone standing at a stop; TTC's own, far looser definition of "on time" makes that same data look roughly twice as good. Slower service and money problems aren't two separate issues — a system that can't fund enough buses, enough supervision, or enough priority infrastructure is a system whose vehicles get stuck in the same traffic as everyone else's car.

Link three: slower, less reliable transit pushes people who have a choice toward driving. This is not a guess — it shows up directly in how Toronto travels. When the bus is unreliable and the streetcar is glacial, people who can afford another option take it. Every one of those trips that shifts from a bus lane to a driving lane adds to the traffic that was already slowing the bus down in the first place. That is a spiral, not a plateau: it does not level off on its own, and every year it runs unaddressed makes the next fix more expensive.

Link four: the standard tools other cities use to break a spiral like this are, in Toronto's case, switched off by law. Cities that have fixed this same problem — and there are real, documented examples, not theories — typically reach for two levers: a dedicated source of money that survives a bad budget year, and the ability to charge for road space at the times and places it is scarcest. Toronto currently has neither. Two separate provincial statutes bar the City from pricing its own roads, and no dedicated, protected transit-funding stream exists here the way one does in cities that have solved this. Meanwhile, authority over one of the last remaining tools — fares — is shifting toward the province faster than any new money is following it.

That sounds like a dead end. It isn't, quite. One significant lever remains entirely in City hands, unused: the TTC's own governing board is set by a City by-law, not provincial law, and Council can reshape it without asking anyone's permission. It is the exception that proves the rule — proof that not everything here waits on Queen's Park, even if most of the highest-value levers currently do.

This book is organized around four questions, because that is genuinely how the problem breaks down. Part I lays out what's broken in more detail than this chapter can: the money (Chapter 1), why the roads are full in the first place (Chapter 2), the measured collapse of surface-transit speed and reliability (Chapter 3), the aging fleet and signal systems and the construction backlog now working through the pipeline (Chapter 4), and the parts of the system — safety, crowding, accessibility — that land hardest on the people riding it every day (Chapter 5). Part II looks at who has actually fixed this kind of problem elsewhere: cities that built frequency into their networks by design, turned reliability into an engineering discipline instead of a hope, and found funding tools that survive a change in political weather. Part III maps who actually has the authority to act on any of it — City, province, or some tangle of both — because good ideas that need permission from three governments at once move at the speed of the slowest one. Part IV asks who pays, because every fix on the table costs money that has to come from somewhere specific, not from "the government" in the abstract.

None of what follows is speculative. The diagnosis in this chapter is built from the TTC's own Board records, an independent government financial watchdog's audited numbers, and — for the speed and reliability claims specifically — a first-party measurement this project built and ran itself, with the code and data still on disk for anyone who wants to check it. The point of laying all of this out is not to catalogue Toronto's problems for their own sake. It's that once you can see the whole chain — money, speed, mode shift, blocked tools, one unused lever — the shape of a fix becomes visible too. That's what the rest of this book is for.
