The World's Best Playbook

None of the transit systems the world calls "the best" got there by accident, and none of what makes them work is a secret.

Ask which transit system is the best in the world and you'll get different answers depending on who's asking — Tokyo, Zurich, Vienna, Singapore, Hong Kong, London, Paris, Copenhagen all show up near the top of one ranking or another. None of them wins on every measure. But look past the rankings at how each one actually runs, and the same handful of design choices keeps showing up. Not culture. Not geography. Not some ineffable civic virtue Toronto lacks. Choices — documented, costed, and copied from city to city for decades. Here are six of them.

Frequency is treated as a network decision, not a budget leftover. The single most consistent finding in ridership research is that people ride transit when they can show up without a schedule — when the next bus or train is close enough behind the last one that timing the trip stops being a chore. Switzerland builds this in at the national level: trains, trams, and buses are timed to meet each other at hub stations on the hour or half-hour, so a transfer is a planned meeting point, not a coin flip. Zurich's regional transport authority alone moved 670 million riders in 2024 under one coordinated schedule and fare umbrella. Singapore gets the same result through a contract instead of a clock: its bus operators are legally required to run at least 96% of scheduled service every month or face financial penalties, which turns "the bus will come" from a hope into an enforceable promise.

Delay is treated as a defect to be engineered out, not a fact of life. Tokyo's rail operators run some of the most punctual large networks anywhere, with average delays measured in seconds — the product of automated train-control systems that manage speed and spacing, plus a central monitoring system that catches a delay the moment it appears and re-sequences service around it. Copenhagen's driverless metro, automated since it opened in 2002, reports on-time performance above 99% across some 12 million trips a year, because removing the human driver removes a whole category of variability at once.

Fare systems never punish a rider for changing routes or operators. Seoul's transit card has offered a free transfer window between subway, bus, and taxi since 2004. Vienna sells an unlimited annual pass — about a euro a day — that has helped push system-wide ridership past 900 million trips a year in a metro area of under two million people. Singapore built a single fare platform spanning competing bus and rail operators back in 1987. Toronto has a small, real version of the same idea already running: the province's One Fare program, which eliminates the double charge when a rider transfers between the TTC and GO or the surrounding 905 systems, has saved riders roughly $200 million and paid for over 60 million free transfers since it launched in 2024. It shows the principle works here too — the question is whether it gets protected and extended, or left to erode.

A funding source outside the farebox is legally walled off from being spent on anything else. This is probably the most important ingredient on the list, because it's the one that lets everything else survive a bad budget year. London locks its congestion-charge revenue — roughly £232 million a year, net — into transit and active-travel reinvestment by law; that money built the "Superloop" express bus network. Paris raises close to 40% of its regional transit operating budget from a payroll tax on larger employers, a tool that has been in place for decades and isn't up for renegotiation every spring. Stockholm's congestion charge, made permanent after a 2006 trial cut inner-city traffic 20%, now funds metro expansion directly. None of these tools currently exist for the TTC in this form — Ontario has banned new tolls on the roads Toronto would want to price, and the city isn't pursuing congestion pricing today. That gap, not any lack of imagination, is why Toronto's transit funding gets re-fought every single year instead of running on rails of its own.

In at least one case, the transit agency owns a piece of the land its own stations create value on. Hong Kong's MTR is the reference case: before building a new line, it secures development rights over the land above and around its stations, partners with private developers, and keeps a share of the resulting land-value gain. Property income now supplies more than half of MTR's total corporate revenue, and for years the system ran without needing an operating subsidy at all — fares alone brought in far more than it cost to run the trains. Toronto has the seed of this idea in Transit-Oriented Communities air-rights deals around new stations, but at a scale nowhere close to Hong Kong's, and it isn't yet built to be self-funding.

The operating model removes human discretion from exactly the places where discretion causes unreliability. Singapore's bus operators don't keep the fare revenue they collect — they're paid a fee to run the service to spec, which removes any incentive to skip an unprofitable trip and lets the regulator enforce hard standards on mileage and safety. Copenhagen's driverless trains turn what would be a variable, human-dependent cost center into a fixed, predictable one. Both examples point at the same lesson: reliability improves when a system replaces judgment calls with rules, contracts, or automation exactly where judgment calls are what's been going wrong.

No single one of these six ingredients explains why Tokyo or Zurich or Hong Kong works. It's always a combination — and that's actually the encouraging part. Toronto doesn't need to invent something new. It has already reached, in small and uneven ways, for pieces of this same playbook: fare integration through One Fare, automated train control arriving line by line on the subway, an early and modest version of land-value capture around new stations. What Toronto hasn't done is what every city on this list eventually did — lock in the funding tool that makes the rest durable, and stop treating each piece as a one-off pilot instead of a standing design principle.
