Ward 07 — Humber River-Black Creek
Humber River-Black Creek sits in Toronto's northwest, in the old municipality of North York, bounded by the Humber River to the west, Keele Street to the east, Steeles Avenue to the north, and a jagged southern line running along Black Creek, Sheppard Avenue West, Jane Street and Highway 401. Its best-known area is Jane and Finch, long a focus of City-led neighbourhood planning — the Jane Finch Secondary Plan and Community Development Plan took legal effect in most of the area in 2025, and Toronto's newest light-rail line, Line 6 Finch West, opened along Finch Avenue West through the ward in December 2025. The ward also touches York University's western edge and includes the Black Creek Pioneer Village heritage site near Jane Street and Steeles Avenue. It is one of the city's more actively redeveloping wards: an independent development tracker counted three dozen residential and institutional projects underway or recently completed here as of late 2023, several timed to the new transit line.
The race & the 2022 baseline
- Office: Councillor, Ward 07 - Humber River-Black Creek
- Seats: 1
- Incumbent: Anthony Perruzza — running in 2026: yes — open seat: no
2022 result: Anthony Perruzza won by 38.7 percentage points over the runner-up — a landslide, not a close call. Source: City of Toronto official 2022 election results, as_of 2026-08-16.
This ward’s own 2022 turnout was 22.09% (14,616 of 66,162 eligible electors cast a ballot) — compared to a citywide 2022 turnout of 29.7% that year. Who’s running here in 2026 (3)
Every candidate filed in this ward as of 2026-08-16, alphabetical by surname, identical fields for every name. Bios are synthesized only from each candidate’s own published campaign material and registry facts — never from news coverage, opposition material, or this project’s own judgment (see Receipts below).
Lorna Antwi
Lorna Antwi is a candidate for Toronto City Council, Ward 7 (Humber River-Black Creek), in the 2026 municipal election, registered on May 11, 2026. Her campaign site describes her as a counsellor with Toronto Shelter and Support Services and a lifelong Humber River-Black Creek resident who attended local schools including Brookview Middle School. Her platform lists ten planks: affordable housing and tenant protections, community safety and mental-health supports, streets, parks, and infrastructure, youth opportunity and mentorship, small-business support, property-tax fairness for seniors and families, food security, support for families and children with disabilities, lower property taxes, and safe community spaces.
Amanda Coombs
Amanda Coombs is a candidate for Toronto City Council, Ward 7 (Humber River-Black Creek), in the 2026 municipal election, registered on May 1, 2026. Her campaign site describes her as Executive Director of a non-profit providing mental-health, academic, employment, and justice-related support for youth, founder of Back 2 Basickz Youth Support Services, and a member of the Toronto Community Crisis Team. It states her focus as affordability, housing stability, community safety, and stronger community support systems, and lists commitments to creating opportunities for youth and families, advocating for mental health and community wellness, and promoting affordable and accessible community resources.
Anthony Perruzza
Anthony Perruzza is the incumbent candidate for Toronto City Council, Ward 7 (Humber River-Black Creek), in the 2026 municipal election, registered on July 30, 2026. His site functions primarily as a councillor's office-update page rather than a campaign platform; it describes his advocacy for relocating the temporary shelter at 1677 Wilson Avenue, including motions moved at Council and coordination with police and residents, and covers local items such as a net-zero community centre groundbreaking and a review of speed-camera ticketing fairness. As of August 14, 2026, no separate itemized 2026 campaign platform was found on the site.
Geography & boundaries
Legally defined (per the province's 2018 ward redistricting, reproduced on Wikipedia): the ward commences at the intersection of the city's northerly limit with Keele Street; runs south along Keele to Grandravine Drive; generally west along Grandravine to Black Creek; generally southeast along Black Creek to Sheppard Avenue West; west along Sheppard to Jane Street; south along Jane to Highway 401; west along Highway 401 to the Humber River; then generally northwest along the Humber River back to the city's northerly limit. Community council: North York. The current ward is an amalgamation of the western section of the old (pre-2018) Ward 7 York West and the eastern section of the old Ward 8 York West. Named neighbourhoods commonly associated with the ward, per source: Humber Summit, Humbermede, Humberlea, York University Heights, Jane and Finch, and the extreme western part of Downsview. [Source: https://en.wikipedia.org/wiki/Ward_7_Humber_River%E2%80%94Black_Creek, accessed 2026-08-14] Within the "Jane and Finch" area itself, a separate source distinguishes two sub-areas: the portion from Finch north to Steeles is commonly called Black Creek, while the portion from Finch south to Sheppard is commonly called Glenfield-Jane Heights — this is the source's own stated distinction, not a formal ward-neighbourhood mapping this project asserts. Civic texture — what’s live here
- Jane Finch Secondary Plan and Community Development Plan. City Council adopted the Jane Finch Secondary Plan (Official Plan Amendment 633) and a companion Jane Finch Community Development Plan in June 2024, following the multi-year Jane Finch Initiative planning study — the second City-directed study (after Keele Finch Plus) of focus areas along Finch Avenue West ahead of the Finch West LRT's opening. The Secondary Plan has been in force and effect since February 3, 2025, except for the property at 2775 Jane Street and the "Norfinch District," both subject to an ongoing appeal at the Ontario Land Tribunal (case OLT-24-000833). - 2775 Jane Street, current appeal-area development. The City passed Zoning By-law 471-2026 on May 21, 2026, permitting a 27-storey infill residential building north of the existing, retained 17-storey apartment building at 2775 Jane Street — this specific site remains one of the two areas still under OLT appeal noted above. - Community Development Plan implementation. Per the City's own report, the Community Development Plan's actions are meant to be implemented over a 10-year period with evaluations and updates every five years; the City has sought to establish a "Jane Finch Resourcing Table" to help coordinate implementation. In March 2024 the area's Community Advisory Committee transitioned into a Community Partnership Circle and a Residents' Leadership Circle as part of that implementation structure. - Jane-Finch Community Action Plan (2026). As of June 2026, a Jane-Finch Community Action Plan — described as a shared vision shaped by residents, grassroots groups, service providers and institutional partners, and led locally by the Jane/Finch Centre — is reported to build on the area's earlier Community Benefits Framework and the Community Development Plan above. - Jane Finch Mall (jfm+) redevelopment. The mall, owned and operated by Brad-Jay Investments Ltd. since 1968, has been approved by the City (August 2024) for a phased, mixed-use redevelopment into seven mixed-use blocks with roughly a dozen new mid- to high-rise buildings and more than 4,600 new residential units; the approval is described as a milestone, not a finish line. In June 2025, Brad-Jay entered a partnership with developer Hullmark, which acquired a minority interest and will act as Master Development Manager. Phase A is planned on the site's existing parking lots, with the mall itself largely retained in this first phase. - Active City capital works, 2026. The City's own Ward 7 profile page lists a live set of construction notices within the ward: local road resurfacing under the Council-approved 2026 Capital Works Program (notice dated January 21, 2026); Grandravine Drive (over Black Creek) culvert replacement (construction update dated May 19, 2026); Jane Street (over Black Creek) bridge rehabilitation (pre-construction Feb. 2025, construction notice March 2025); York Gate Boulevard road resurfacing and bikeway construction (update dated June 17, 2026); Sentinel Road reconstruction, watermain installation and a raised cycle track (notices/updates 2024–2025); Secroft Crescent and Fletcherdon Crescent watermain replacement (pre-construction March 2026, deferred June 2026); Steeles Avenue West and Jane Street watermain repair (April 2025); and a multi-year Keele Street-corridor transmission main/pumping-station/storm-sewer upgrade (notices/updates 2022–2025). Transit & development
TTC service. Line 6 Finch West LRT opened December 7, 2025: 11 km, 18 stops, running along Finch Avenue West from Finch West Station (at Keele Street, the ward's eastern boundary) to Humber College Station near Highway 427. Peak headways run roughly every 6½ minutes (Mon–Fri, 7–10am and 3–7pm); full service now runs until 1am daily as of March 15, 2026. The line connects to TTC Line 1, roughly 30 TTC bus routes, and regional carriers (York Region Transit, MiWay, and others). [Source: https://www.ttc.ca/riding-the-ttc/Line-6-Finch-West, accessed 2026-08-14] The line's 18 stops, in order, are: Finch West, Sentinel, Tobermory, Driftwood, Jane and Finch, Norfinch Oakdale, Signet Arrow, Emery, Milvan Rumike, Duncanwoods, Pearldale, Rowntree Mills, Mount Olive, Stevenson, Albion, Martin Grove, Westmore, and Humber College. [Source: https://en.wikipedia.org/wiki/Line_6_Finch_West, accessed 2026-08-14] A ward-specific development report (see below) directly ties the Sentinel, Norfinch Oakdale, and Emery stops to projects sited within Ward 7; Tobermory and Driftwood sit immediately beside, respectively, the York Woods library branch and the Driftwood Community Recreation Centre, both themselves inside the ward (§5) — the stops west of Emery are not independently confirmed as inside Ward 7 (see §8; Ward 1 Etobicoke North's own research brief treats Humber College Station, the line's western terminus, as inside that ward, not this one).
Line 1 subway. The Line 1 Yonge-University extension (opened December 17, 2017) runs six stations, 8.6 km, from Sheppard West Station through York University to Vaughan Metropolitan Centre, including York University Station and Pioneer Village Station — named after the nearby Black Creek Pioneer Village heritage site — near the ward's northwest. Finch West Station, at Keele Street and Finch Avenue West, sits on the ward's eastern boundary and now also serves as the eastern terminus of Line 6. Development pattern. UrbanToronto's Ward 7 Custom Location Report (dated September 2023 — historical texture, not a current count) tracked 36 projects in various stages: 24 pre-construction, 2 under construction, 10 recently completed, totalling 13,129 tracked new dwellings, with an average building height of 45.2 m (max 154.84 m) and an average Floor Space Index of 2.59 across the ward. Notable named projects: the Humber River Long Term Care Home (2111 Finch Ave W, 320 long-term-care beds, near the Norfinch Oakdale LRT stop); Casa Emery Village (2345 Finch Ave W, a 10-tower multi-phase project by Medallion Corporation totalling 2,237 units — three towers complete as of the report — near the Emery stop); and 470 Sentinel Road (Ranee Management/Kirkor Architects, five infill buildings adding 1,720 units on an existing tower-in-the-park site, near the Sentinel stop). [Source: https://urbantoronto.ca/news/2023/09/utpro-instant-reports-torontos-ward-7-humber-river-black-creek-hotbed-diverse.53774, accessed 2026-08-14] This sits alongside the Jane Finch Secondary Plan / OPA 633 land-use framework and Community Development Plan described in §3, both explicitly framed by the City as growth-management ahead of and around the new LRT line.

Parks aren’t listed here: parks joining is partial citywide — not shown rather than shown unevenly. The citywide parks join has fetched and joined 400 of the dataset’s 1,511 Park-type rows so far; that 400-row sample isn’t evenly distributed enough per ward to publish per-ward park lists or counts responsibly yet.

Networks & local commons
As of August 17, 2026, this project's public organization registry maps 96 organizations directly to Ward 7 (Humber River-Black Creek) — corrected the same day from the 3 this brief had stated since mid-August, when a registry-wide bug was found: the public ward pages had been reading only the single canonical `"Ward 7 (Humber River-Black Creek)"` tag spelling and silently missing every alternate format the registry's own geography join (`org_placements.csv`) already resolves (bare `"Ward 7"`, a bare riding name, and more). The 3 organizations named below remain this ward's own individually-verified, hand-researched anchors — that research is untouched by this fix. The 93 more behind today's 96 total are principally bulk City/CRA register rows (early-years childcare, K-12 parent councils) captured registry-wide rather than ward-by-ward, carrying the weaker `seed-web-verified` status rather than a direct confirmation; 14 of the 96 total carry `verified-live` status:
- Downsview Advocate — a community media outlet covering Downsview and Jane-Finch. https://www.downsviewadvocate.ca/
- Jane Finch Action Against Poverty (JFAAP) — an anti-poverty advocacy group. https://jfaap.wordpress.com/
- Jane Finch Housing Coalition — a housing advocacy coalition. https://www.communitybenefits.ca/janefinchhousingcoalition
These are a starting point, not a finished map. This brief's Local Commons section above already names Ward 7's civic-infrastructure anchors; those are the next nodes the sweep will connect these organizations to as it goes deeper, and city-wide organization mapping is underway ward by ward to reach the rest of this ward's faith communities, resident and tenant associations, cultural groups, service organizations, and the dozens of other categories this project tracks.
If you lead, work with, or simply know of an organization rooted in this ward, this project's tribes directory at https://unitetolove.ca/tribes/directory.html is where to add it or correct what's already there — every addition is checked against a public source before it's published.

What else is on your ballot
Every Toronto voter marks three races on October 26, 2026: this ward’s councillor (above), the citywide mayor, and one school trustee.
- Mayor (citywide — the same race for every ward) — 42 candidates registered as of 2026-08-14, identical treatment: the mayoral race card.
- School trustee — one seat, for whichever of Toronto’s four school boards matches your school-support designation. Trustee-district boundaries do not in general line up with the 25 council wards; here is what this project has established for THIS ward, tiered by how confidently each is sourced:
- Conseil scolaire Viamonde (French public) — Toronto-Ouest (Secteur 2, Annexe OUEST) (race card) — confirmed exact from the board’s own official regulatory determination document (Détermination et répartition des conseillers scolaires, Conseil scolaire Viamonde, March 2026, Annexe C).
- TCDSB — not established for this ward: no reliable source pairs it to a specific TCDSB ward (a named gap, not a guess).
- CSC MonAvenir (French Catholic) — this ward falls in one of MonAvenir’s two Toronto régions (Toronto-Est or Toronto-Ouest); the board has not published a ward-level boundary document, so which région applies here is not resolved — a region-level statement, not a guess at which one.
- Toronto District School Board (TDSB) — local reporting places this ward in TDSB Ward 1 — not yet verified against an official board document (race card); see this ward’s precision note below.
This ward’s trustee-crosswalk precision note: TDSB confirmed (The Etobicoke Voice: TDSB Ward1 = Etobicoke North + Humber River-Black Creek; corroborated by incumbent Matias de Dovitiis, ex-Humber River-Black Creek trustee, filing in new Ward1 per registry candidates.csv). TCDSB: NOT ESTABLISHED - a single local blog post also labelled a 'TCDSB Ward1 (Etobicoke North + Humber River-Black Creek)' but this directly contradicts TCDSB's own official board page (which lists Ward1 as simply 'Etobicoke' / 'North Etobicoke' and states elsewhere that TCDSB, unlike TDSB, has NOT restructured boundaries) - treated as an uncorroborated/likely copy-paste error, not used. Viamonde exact. MonAvenir not disambiguated.
Get involved — from thirty seconds to a year
Everything on this page is published so that anyone who lives here can use it: there is no membership, no gate and nothing to belong to. If you want to do something with it, the doors below start at thirty seconds and stop wherever you like — every one of them is optional, every one of them is free to copy or fork, and none of them asks who you vote for.
- The ladder — what you can do today: thirty seconds, an hour, an evening, a week, a season, a year. Every rung a real door, every rung optional.
- The Harvest — add three lines to one public record: a vision for 2030, a complaint about what is broken, or a neighbour worth naming.
- Add your name to the count — a name and a way to reach you is the whole first ask; everything after that is optional.
- The mobilization framework — for anyone who already leads a room and wants that room, and every room like it, to act together. Free, forkable, evidence-based, nothing to join.
- The plan — one year, all-out — what this city could do in a single year, month by month, with every number labelled as a target rather than a promise.
- The conversation kits — free, open kits for running your own conversation about Toronto’s future, at a kitchen table or in a hall.
- Mutual aid — how neighbours already help each other across Toronto, what a block circle is, and how to start one where you live.
- The letters — written to the people this city keeps writing about instead of to. Read one; pass it to someone it is about.
What this page doesn’t cover yet
This ward’s research brief names these additional gaps, plainly, rather than guessing over them:
- Full point-in-polygon confirmation of exactly which Line 6 Finch West stops fall inside Ward 7's boundary (vs. neighbouring Ward 1 Etobicoke North or Ward 6 York Centre) was not attempted. Only stops tied to Ward-7-specific sources were treated as confirmed here (Sentinel, Norfinch Oakdale, Emery via the UrbanToronto ward report; Tobermory and Driftwood via their adjacency to ward-interior facilities). Stops west of Emery are treated as likely outside Ward 7 based on Ward 1's own research brief (which places the line's western terminus, Humber College Station, inside Ward 1), but this was not independently re-verified against a ward-boundary GeoJSON.
- Driftwood Community Recreation Centre and Oakdale Community Centre addresses were sourced from a third-party recreation-facility aggregator (kidsprograms.ca), not confirmed directly against a City of Toronto facility page — flagged, not treated as primary-source-verified.
- Black Creek Pioneer Village's precise inclusion within Ward 7's polygon (as opposed to sitting just across a boundary line into York Region/Vaughan, as Pioneer Village subway station itself partly does) is inferred from its Jane Street/Steeles Avenue West address and general geography, not a verified point-in-polygon check.
- Current-year (2026) confirmation that CBC's Jane and Finch Community Bureau is an ongoing initiative, versus the confirmed one-time fall-2022 pop-up, was not found — reported here only as the sourced 2022 fact.
- A CBC News headline referencing a 2026 "Write Us Off" anti-stigma fundraising campaign associated with a Jane-Finch community organization surfaced in search results, but the page returned no content on fetch. It is not used as a source anywhere above and is noted here only as an unconfirmed lead for a future pass, not as a fact.
- A full address-to-trustee-district crosswalk is not complete for every board (school board trustee races do not share the 25-ward boundary map): for this ward, TDSB carries a news-reported mapping, not yet verified against an official board document and TCDSB is not established; CSC MonAvenir is resolved only to a region (Toronto-Est or Toronto-Ouest), never a ward, for every ward citywide. Conseil scolaire Viamonde is the one board fully resolved, exact, for every ward. See the tiered breakdown and this ward’s precision note in “What else is on your ballot” above.
- Libraries and community/recreation centres are now geospatially joined to this ward’s boundary (see “What’s live here, by the numbers” under Local commons above — complete citywide datasets for both layers). Parks joining is partial citywide; not shown rather than shown unevenly (400 of 1,511 City-classified park-type rows fetched and joined so far).

- Libraries and community/recreation centres: City of Toronto Open Data — Toronto Public Library branch list and the Parks, Forestry & Recreation “parks-and-recreation-facilities” dataset, joined to the 25-ward boundary layer by coordinates, 2026-08-15 (both layers complete citywide).
- School-board trustee crosswalk: Conseil scolaire Viamonde’s own official regulatory determination document (exact, all 25 wards); Toronto Catholic District School Board’s own published ward pages (exact where cited, one-of-two where noted unresolved); TDSB local news reporting (not yet verified against an official board document); CSC MonAvenir’s own election page (region-level only) — built 2026-08-15, see this ward’s precision note above.

Per-candidate research notes, QA flags, and source-capture logs are kept in this project’s internal working files, not published here; every bio and every fact on this page is drawn from that work but the page itself states the fact, not the working notes behind it.
Found a mistake?
That’s the system working. Every figure on this page traces to a public source or a candidate’s own published material, cited in the Receipts section above; if one is wrong, out of date, or reads differently than the source supports, we want to know before anyone else repeats it. Send it to the corrections page — it takes thirty seconds, and every correction is published, dated, and left visible.
