Scarborough North sits in the city's northeast corner, bordered by Steeles Avenue (the Markham boundary) to the north, Highway 401 to the south, Midland Avenue to the west, and Neilson Road to the east. It's a low-rise, largely residential suburban ward whose named neighbourhoods — Malvern, Milliken, Morningside Heights, and the eastern half of Agincourt — have no subway or LRT line of their own and are served entirely by TTC and GO bus/rail connections at the ward's edges. The ward is currently the site of two connected, ward-specific planning stories: a City-approved pilot allowing five- and six-unit "multiplex" housing on typical single-family lots (a first for Toronto, unique to this ward), and a long-running private redevelopment proposal to rebuild the aging Malvern Town Centre mall into a mixed-use, multi-tower neighbourhood.

Important caveat on "Agincourt" and "Milliken": both names refer to larger historical areas that straddle Midland Avenue, the ward's own western boundary. Wikipedia's Agincourt neighbourhood article states plainly: "The section of Agincourt west of Midland Avenue belongs to the electoral district of Scarborough—Agincourt, while the section to the east is part of Scarborough North" — i.e., only the Midland-to-the-east portion of Agincourt is this ward; the portion west of Midland (including the historic Agincourt Public Library building, "on the west side of Midland Avenue, just north of Sheppard Avenue") is not. As of August 17, 2026, this project's public organization registry maps 114 organizations directly to Ward 23 (Scarborough North) — up from the 87 this brief stated the previous day. A dedicated dork-library sweep completed the same day ran a full category-by-category search across the ward's own named areas (Malvern, Milliken, Morningside Heights, and the eastern half of Agincourt only — the historic Agincourt/Milliken cores west of Midland Avenue are a different ward, and seven plausible-looking finds on that side of the line were independently confirmed outside the boundary and excluded) and against its top five home languages besides English and French (Cantonese, Mandarin, Tamil, Tagalog and Urdu). Nineteen further organizations and groups were newly added — residents' associations, a housing co-op, congregations, food-security programs, an arts collective, and a community-wealth-building initiative among them, spanning faith, food systems, mutual aid, environment, and ethnocultural categories — and eight already-registered Ward 23 organizations, found again independently by this same sweep, had their location corrected on the record: several carried the wrong ward entirely (a cluster of Malvern churches had been tagged to Scarborough-Rouge Park), others a generic "Toronto" tag or a ward label the site's own classifier doesn't recognize without the literal word "Ward." Among the corrections is the Malvern Family Resource Centre, a major multi-service hub (EarlyON, youth, a 55+ seniors' centre, newcomer settlement, survivor support) that had never carried a ward-specific tag at all. The remaining 87 organizations behind today's total are principally bulk City/CRA register rows (early-years childcare, K-12 parent councils) captured registry-wide rather than ward-by-ward; 8 of the 114 carry `verified-live` status, the rest `seed-web-verified` or, for two thinly-sourced finds, `seed-unverified` pending a fuller confirmation pass. This sweep also found real gaps worth stating plainly: no BIA exists anywhere in the ward (checked against the City's own BIA list), no union local could be pinned inside the Tapscott Road employment corridor, and — despite a cricket-heavy South Asian population share — no movement/play club or rec league was independently confirmed as ward-based.
